(Many users are mad about this because it makes Plasma "Windows-y", and it's annoying to get a popup when doing important work. The latter I can absolutely agree with, but I can also understand KDE's move because being a non-profit, it needs more permanent donors who don't just donate a large amount at once, but smaller amounts multiple times.)
(That being said, if I were them, I'd put the "notification" in the settings, under the window header, with a dismiss button. If a user dismisses it, it appears 2-3 months later.
